Understanding Activations

Master the activation process for successful participation in Estonian flexibility markets.

Activations are the core of flexibility market participation - when the TSO needs to balance the grid, your assets receive activation signals to adjust their power consumption or generation. This guide covers everything you need to know about handling activations effectively.

What Are Activations?

Activations are requests from the Transmission System Operator (TSO) to modify your asset's power output to help balance the electrical grid. When frequency deviations occur, the TSO activates reserves to restore balance.

Types of Activations

Up Regulation

Reduce consumption or increase generation

  • HVAC: Reduce cooling/heating power
  • Battery: Discharge to grid
  • Solar: Maintain maximum output
  • Cold Storage: Reduce compressor load

Used when grid frequency drops below 50 Hz

Down Regulation

Increase consumption or reduce generation

  • HVAC: Increase power usage
  • Battery: Charge from grid
  • Solar: Curtail generation
  • Cold Storage: Increase cooling

Used when grid frequency rises above 50 Hz

Activation Response

mFRR Activation Flow

  1. T-7.5 minutes
Receive activation request via API webhook or polling
  2. T-7 to T-5
Validate request and check asset availability
  3. T-0
    Ramp to target power level
  4. T+0 to T+15
Maintain activated power for full MTU
  5. T+15
Return to normal operation or await next activation

Performance Monitoring

Response Time

  • Acknowledgment: < 30 seconds
  • Full activation: < 1 minutes
  • Measure and optimize continuously

Delivery Accuracy

  • Target: ±5% of requested power
  • Measure actual vs. requested
  • Track throughout MTU

Success Rate

  • Target: > 95% acceptance
  • Track rejection reasons
  • Monitor completion rate
  • Analyze failure patterns
